Read and approved. Moved for adoption by Mr Pringle and seconded by Mrs Keddie
a) Police Matters - The secretary had received apologies from Sergeant Paton as
his officers were busy tonight. He had nothing to report to meeting.
b) Dull Farm Steading Site - Still no work has been done on site. The secretary had
e mailed the developers again with no response. There has been speculation in the
village that one of the plots have been sold.
c) Weem to Aberfeldy Path and Speed Limit - Still no sign on the Strathtay Road. The
secretary will ask Councillor Campbell if he can chase up.
d) Weem Environmental Improvement Scheme - Response from Scottish Water in
correspondence. No results from the complaint about smell from Dull scheme.
e) Etape Caledonia Cycle Event - The charges against Rannoch Community Council
chairman have been dropped. The secretary brought to the attention of the meeting
the official tourist figures for last year, which show a large drop in tourists visiting
Perth and Kinross.
f) New Community School - The new school is progressing and now the facing brick
on not quite so noticeable from Weem.
g) Weem Churchyard - The secretary to contact Councillor Campbell to see if he has
had any response to the request for the railing to be painted.
h) Highland Perthshire Community Safety Panel - Minutes from last meeting in the
correspondence.
i) Dull Cross Road Junction - Not expecting any lining to be done in the present
weather conditions. Secretary will contact John McNab for an update on when it was
likely to be done.
j) Path Signs - Dull Wood sign still to be done by Perth and Kinross Countryside Trust.
k) Dull Church Appeal - The reporter has granted the appeal with conditions.
Mr Pringle has contacted Mr John Swinney MSP to express his disappointment with
this decision and had copied the e mail to the Chairman of the Community
Council.
l) Adoption of Red Telephone Boxes - The secretary had e mailed Perth and Kinross
Council with the request to retain functioning phone box in Weem and not to
adopt it.
m) Griffin Wind Farm Fund - Mr Kennedy had e mailed the Community Councillors
with the proposals for the Wind Farm Community Benefit Fund. He went over this
at the meeting. He had been asked if it was possible to organise the dates of
the next three Community Council meeting to enable the Scottish Community
Foundation representatives to attend a meeting. This was done. The secretary
advised the meeting that his earlier concerns on the fund had been diluted by
the proposals.
n) Charitable Fund - The secretary had checked with elders at Dull and Weem Church
to see if they knew of anyone in the area that might benefit from the fund. It would
seem that there is nobody that has coal as their primary heating system now.

a) Birks Cinema - The secretary had received a request for support in a grant
application for the redevelopment of the cinema. The size of the grant request
caused concerns and it was agreed to ask for a representative of the Friends of the
Birks Cinema to address a meeting with their plans. The secretary was instructed
to organise this.
b) Beauly to Denny Power Line - The Scottish Government decision on this was
passed round the Community Councillors just prior to the meeting. As it is a
large report it was suggested leaving discussion of this to our next meeting and
this was agreed.
c) Traffic Lights on Wades Bridge - Mr Menzies expressed his concern about how
quickly the lights were changing on the bridge at present, especially on the
Aberfeldy side. The secretary will raise this concern with John McNab of the Roads
Department.

Killiecrankie & Fincastle Community Council Minutes Feb 1st 2010 Minutes of Meeting held by Killiecrankie and Fincastle Community Council on 1st February 2010.
Present: Dorothy Bancroft (Chair), Robin Swinton, Sandra Parkins, Priscilla Lorimer, Ann Phillips, Tracy Hall, Cllr. I Campbell, Cllr. K Howie, PC McAdam, PC Ritchie plus 27 members of the public.
Apologies: Niall Graham-Campbell, Isobel Mackenzie.
Minutes of last Meeting: Approved
Police Report: Crime rate is very low – the main problems are with stealing fuel oil, tools and equipment plus poaching. The local office phone number to contact the police for non emergency calls is 0300 111 2222.
Sainsbury: Neil Martin and Steven Park gave a short presentation on the plans that Sainsbury have for providing a new super market in Pitlochry. It will be about twice the floor area of the existing Co-op store.
Following recent public meetings in Pitlochry, the local response has been positive. Over 75% of those giving feedback were in favour of a new supermarket and also in favour of the location in that it would give more choice and the new store was far enough away from the town centre.
There will be local supplier platforms to follow as will more information on employment opportunities but this all depends on the outcome of any planning application which is expected to be lodged in about three weeks time.
Some concern was raised over increased traffic along Foss Road and on to / off from the A9.
Cairngorm National Park: Peter Crane gave a short update on the boundary changes proposed for the Park.
On the south east edge, the new boundary proposed extends from Blair Atholl along the Garry River to beyond the Killiecrankie Visitor Centre, then east to the A9 and back to the Allt Girnaig burn, runs north to Creag Eallich then follows the crest line to Meall Mor and along the ridgeline east to Beinn a Chruachain and Glen Shee.
It is hoped that approval will be given to the changes by 1st October 2010.
To improve the quality of the entrances and to make the public more aware that they are entering a National Park, approximately 24 roadside markers are proposed with 3 around the Killiecrankie area, one on the A9 above the Pass, one on the road from Pitlochry at the Old Gate House and one on the approach from Shierglas / Tenandry.
Peter can be contacted by email at :- petercrane@cairngorms.co.uk
School Playground: A joint meeting with Roads, Estates, Road Safety and the Police to assess concerns about the location of the path and its possible effect on the value of the playground has been arranged for 15th February.
Planning: Applications have been received for 1) An extension to the existing house and formation of granny flat at Lettoch Farmhouse Killiecrankie and 2) The erection of a boathouse at Aldcharmaig, Strathtummel.
There was concern raised about the scale and description of the proposed boathouse and this is to be discussed further with Planning.
Roads: New signage has still to be put in place on the Tummel Road. Repair works will be ongoing for some time following the severe weather over the Christmas / New Year period.
Phone Boxes: These will remain in position.
Garry Bridge Junction: Any new road markings and safety measures will be considered as part of the new bungee jump planned at the Garry Bridge.
Litter Pick : This is planned for 27th March and anyone interested in taking part should meet up at the Killiecrankie Visitor Centre at 10.30 am.
Next Meetings : 1st March at Killiecrankie, 26th April at Glen Fincastle Chapel and 7th June including AGM at Killiecrankie at 7.30pm.

Pitlochry Community Hospital.
To support the day-to-day working of the community hospital, a new service is being developed which will see welcome volunteers in the foyer of the hospital to offer directions or information to patients, relatives and visitors and will direct anyone looking for assistance to the relevant department.
They will also be able to escort and support those people who require a little extra help or sit with unaccompanied, frail or elderly patients. There will be opportunities available for volunteers to provide support to the nursing teams within the inpatient areas and to man the Welcome Desk which will feature a range of health promotion information.
Pitlochry Hospital is a modern community facility providing a variety of NHS services to both inpatients and outpatients of all ages. These include a nine-bed GP inpatient ward, a seven-bed dementia assessment unit and a minor illness and injury unit. Outpatient clinics are also provided.
Anyone who would like to be part of this new project, or would just like to find out more about volunteering should contact Caitlin Charlton, senior charge nurse on 01796 474800 or caitlincharlton@nhs.net.
